95 Express Lanes Bi-Directional Project

Transurban has entered a Development Framework Agreement to work with the Virginia Department of Transportation (‘VDOT’) to assess an enhanced Bi Directional Project on the 95 Express Lanes. The proposed project scope would add approximately 120 additional new lane miles (6x more than previously considered), including a 10-mile extension south through Fredericksburg and into Spotsylvania County. This represents a material enhancement of the I-95 Express Lanes, increasing its capacity by approximately 140%, delivering significant benefits to customers. The next stage of development will focus on progression of design, contractor selection, and finalizing CAPEX requirements to enable submission of a Binding Proposal to VDOT. If approved, financial close is anticipated in 2029.

Project Procurement

The project would expand the 95 Express Lanes system to provide 24/7 bi directional travel in permanent express lanes for approximately 45 linear miles, eliminating the need for reversible lanes. Key features include:

  • Two express lanes in each direction between Spotsylvania Parkway and Prince William Parkway.
  • Three express lanes in each direction between Prince William Parkway and Franconia-Springfield Parkway.
  • Dedicated express lane capacity designed to improve travel reliability and provide more choices for travelers.

Market Sounding

Transurban intends to utilize a collaborative delivery approach and is seeking input from the contracting community as project planning advances. Firms with the capability to serve as a prime contractor or lead a joint venture (JV) partnership send an email response by 5:00p.m. ET on July 23, 2026 indicating interest in a one-on-one meeting with Transurban.

The purpose of these meetings is to gather market feedback and help inform Transurban's procurement and delivery strategy. These discussions are not part of a procurement process, and participation is not required for future procurement opportunities.

Procurement activities are currently anticipated to begin in late 2026.
